<p><strong>WILMINGTON, NC (WWAY)</strong> &#8212; Wilmington Police hope a billboard on Oleander Drive can help generate leads in some unsolved murder cases.</p>
<p>The family of Allison Jackson Foy believes the billboard could make the difference when it comes to the unsolved murder case of their loved one.</p>
<p>&#8220;There&#8217;s the hope that someone&#8217;s going to drive by and see these two women&#8217;s faces and say, &#8216;Oh, my gosh. Those cases haven&#8217;t been solved yet? No one&#8217;s been arrested for those two women&#8217;s murders?&#8217;&#8221; Foy&#8217;s sister Lisa Valentino said.</p>
<p>It&#8217;s not necessarily the conventional way to solve a murder case, but at this point family and investigators agree it can&#8217;t hurt.</p>
<p>&#8220;Since the day Foy went missing, this has been an active case and an important case to the Wilmington Police Department,&#8221; Det. Lee Odham said. &#8220;We&#8217;re hoping that this billboard here may bring us some information.&#8221;</p>
<p>Foy went missing in Wilmington in 2006. One year later Angela Rothen was gone as well.</p>
<p>Both bodies were discovered in April 2008 off of Carolina Beach Road, but the murderer was never found. That closure is something family of the victims say they need.</p>
<p>&#8220;I don&#8217;t know what&#8217;s left to do,&#8221; Valentino said. &#8220;I do know, though, that we will not stop until justice is served. If it&#8217;s a year from now, 10 years from now, 20 years from now I have to be back down here in the same position, then that&#8217;s where I&#8217;ll be.&#8221;</p>
<p>The CUE Center for Missing Persons, which helped make this display happen, says billboards have worked for them in the past and that maybe, just maybe, it could work again.</p>
<p>The billboard next to Independence Mall will flash the display for 10 to 15 seconds every minute for about a year.</p>

<p>Now when motorists pass Wilmington&#8217;s biggest shopping mall, they see the faces of two murder victims staring back at them.</p>

<p>Head shots of Allison Jackson Foy and <a href="http://www.starnewsonline.com/section/topic67"><strong>Angela Nobles Rothen</strong></a> adorn a digital billboard standing tall off Oleander Drive, part of an advertisement campaign unveiled Monday to elicit information about what is perhaps the most publicized murder mystery in the city&#8217;s history.</p>
<p>The billboard, displayed outside <a href="http://www.starnewsonline.com/section/topic9966"><strong>Independence Mall</strong></a>, went live about 10:15 Monday morning and is expected to remain for at least a year. Beyond a publicity move, the billboard marks an escalation of efforts to bring criminal charges against the culprit and justice for the victims.</p>
<p>Both women&#8217;s families have long sought answers in the case, hoping to draw out the killer by keeping the story in the news and on the public&#8217;s collective mind. Jackson Foy&#8217;s sister and father stood in the parking lot Monday morning, eyes welled up as the advertisement popped up for the first time.</p>
<p>&#8220;I want people to remember that someone is out there still who murdered my sister and Angela,&#8221; said Lisa Valentino, Jackson Foy&#8217;s sister, during a press conference moments before the advertisement lit up the billboard. &#8220;We are not giving up. We will fight ‘til the end, until there&#8217;s justice.&#8221;</p>
<p>Later Monday, Valentino and her father, John Mazalewski, both of whom traveled from the New Jersey area to see the billboard, were scheduled to meet with New Hanover County District Attorney <a href="http://www.starnewsonline.com/section/topic80"><strong>Ben David</strong></a> to discuss the case.</p>

<p>More than four years have passed since the remains of both women were found behind what was then a shuttered Mexican restaurant in the 3500 block of Carolina Beach Road. Autopsies concluded both women died at knifepoint. Jackson Foy was stabbed at least 27 times; Nobles Rothen was beaten and her throat was cut.</p>
<p>Since the discovery, national television shows have carried reports about the case, including Dateline NBC and Investigation Discovery. Wilmington police detectives have focused on at least two men as suspects – a cab driver who police allege has a history of violence against women and a former friend of Nobles Rothen who used to camp near the site where the bodies were found. But no arrests had been made Monday.</p>
<p>Speaking at Monday&#8217;s press conference, Lee Odham, the Wilmington Police Department detective leading the investigation, reaffirmed his commitment to solving the case, calling the billboard a &#8220;valuable resource&#8221; that he hopes sparks new leads.</p>
<p>&#8220;It only takes one person to see something like this to generate information,&#8221; he said. &#8220;Everyone who drives by on this road will see this sign and hopefully it will pan out to be a good thing for the investigation.&#8221;</p>
<p>Since the case began, Valentino has channeled her experience into volunteerism, becoming a state outreach coordinator with the CUE Center for Missing Persons, the Wilmington-based organization involved since Jackson Foy disappeared in 2006.</p>
<p>CUE&#8217;s founder, Monica Caison, said Monday that the Fairway Sign Co. donated the billboard space, adding that billboards have proven useful in persuading the reluctant to step forward.</p>
<p>&#8220;We want to remind the public that this family, these cases are not going away,&#8221; she said.</p>
<p>Since it is a digital billboard that cycles through various advertisements throughout the day, the photographs of Jackson Foy and Nobles Rothen pop up beside the headline &#8220;Unsolved Homicide&#8221; every 48 seconds. It remains for 8 seconds before turning to another ad, Caison said.</p>
<p>As it denotes on the billboard, authorities ask anyone with information to call either the police department at 343-3600 or CUE at 343-1131. Callers may remain anonymous.</p>

<p>WILMINGTON, NC (WECT) – The CUE Center for Missing Persons held a press conference Monday morning to unveil a digital billboard encouraging anyone who has information regarding the deaths of Allison Jackson Foy and Angela Rothen to come forward.</p>
<p>The skeletal remains of both women were found in a wooded area off Carolina Beach Road near Raleigh Street in April 2008. They had each been missing for a significant amount of time and were murdered.</p>
<p>Allison Jackson Foy&#8217;s family is offering a reward for information that will lead to an arrest and conviction in her case. Tipsters can remain anonymous.</p>
<p>&#8220;I am still amazed in the community support my family and I receive here in Wilmington each time we return concerning my sister&#8217;s case; we appreciate the dedication of those who were once strangers and we now call friends&#8221;, said Lisa Valentino, Allison&#8217;s sister.</p>
<p>The press conference will be held Monday morning at 10:00 at the electronic billboard located on the Oleander Drive side entrance to Independence Mall.</p>

				<content:encoded><![CDATA[<p>WILMINGTON, NC (WECT) &#8211; Families whose loved ones are currently missing came together downtown this afternoon to offer support to each other as the CUE Center for Missing Persons wrapped up its cross country tour in Wilmington.</p>
<p>The mission of the CUE Center, which stands for Community United Effort, is to help find the missing and provide support to their families.</p>
<p>Dwayne Baker spent the afternoon barbequing for people whose loved ones have vanished, something he&#8217;s all too familiar with.</p>
<p>His son, Travis, went missing in 2007. Baker spent two painful years wondering where his son was before he was later found dead.</p>
<p>Baker says leaning on people from the CUE Center is emotionally beneficial, as they can relate to him.</p>
<p>&#8220;You don&#8217;t know which way to turn, where to go,&#8221; said Baker. &#8220;I mean&#8230;if you didn&#8217;t use or turn to another thing, you&#8217;d lose your mind.&#8221;</p>
<p>Lisa Valentino, like Baker, came out to support those who are still missing loved ones. Her sister was found dead in a ditch a few years ago.</p>
<p>&#8220;One part of our journey is over,&#8221; said Valentino. &#8220;We have a resolution. We know where my sister is. But [then] there&#8217;s peace. That part still needs to be solved.&#8221;</p>
<p>Kara Roberts says the CUE Center offers more than just emotional support. Her sister, Leah, has been missing for almost 12 years. &#8220;They pick up where the police left off,&#8221; she said. &#8220;They collaborate with law enforcement when possible. Do searches, generate media, and just are advocates for the missing.&#8221;</p>
<p>Roberts also says the national tour helped bring unsolved missing persons cases back into the public eye.</p>
<p>For Baker, one thing that keeps him going is helping others to act on the missing&#8217;s behalf.</p>
<p>&#8220;Without us, the missing don&#8217;t have a voice…without people like the CUE Center, and us as family members, to help them,&#8221; he said.</p>

<p>They were two women who probably never met. One hailed from a middle-class corner of Long Island, a blond-haired suburbanite and the daughter of an accomplished musician who enjoyed dancing in her father&#8217;s studio. The other was raised on the rural roads of <a href="http://www.starnewsonline.com/section/topic9971"><strong>Leland</strong></a>, a woman who sometimes lived precariously but never strayed far from her tight-knit family.</p>

<p>Their lives diverged in many ways. But then came their disappearance, followed by the discovery of their remains – two skeletons lying side-by-side in a wooded patch behind a strip of small businesses on Wilmington&#8217;s west side.</p>
<p>In the three years since they were found, police have sought to establish a link that might help explain how these two strangers, <a href="http://www.starnewsonline.com/section/topic67"><strong>Allison Jackson-Foy</strong></a> and <a href="http://www.starnewsonline.com/section/topic67"><strong>Angela Nobles Rothen</strong></a>, wound up the victims of one of Wilmington&#8217;s most mysterious, unsolved murders. The only apparent connection detectives have been able to surmise is both women likely died at the hands of the same person.</p>
<p>Detective Lee Odham, an investigator with the Wilmington Police Department who has worked the case since the bones were discovered in April 2008, visited the FBI&#8217;s Behavioral Analysis Unit in Virginia earlier this month to ask federal analysts if they could provide any clues into the killer&#8217;s identity. In the best-case scenario, he hopes they produce a profile to help narrow down the list of suspects.</p>
<p>The investigation, which started as a missing person&#8217;s case when Jackson-Foy vanished five years ago this Saturday, has been full of twists and turns. Promising leads have fizzled out. At least once, detectives seemed on the verge of an arrest only to backtrack and clear their main suspect. And meanwhile, two families are thinking, wondering, hoping the cold case picks up steam so they can finally achieve a sense of closure.</p>
<p>&nbsp;</p>
<p>Jackson-Foy, 34, was last seen enjoying a drink with a friend early one Sunday morning in the summer of 2006 at Junction Pub &amp; Billiards, a pool hall off Carolina Beach Road. She was celebrating her new job as the assistant general manager of a Holiday Inn on Market Street and looking forward to finally making good money in the service industry, according to family members.</p>
<p>When it neared last call at 2 a.m., Jackson-Foy or her friend asked the bar to call her a cab. The friend later told investigators that when the taxi driver arrived, he poked his head in the door and asked who needed the ride. Jackson-Foy hugged her friend goodbye and left.</p>
<p>Her sister, Lisa Valentino, was leaving from a trip in New Hampshire when she got the call from her father that Jackson-Foy was missing.</p>
<p>&#8220;I looked at my husband after that phone call was over and I said, ‘Allison&#8217;s dead,&#8217;&#8221; Valentino recalled earlier this week from her home in New Jersey. &#8220;She would not take off and leave her kids … and secondly, if she were in trouble, she would have called someone in the family for help.&#8221;</p>
<p>At first, family members said, the police treated her disappearance as an adult walkaway, noting the fact that her marriage was rocky.</p>
<p>But the family refused to buy into that assertion. Jackson-Foy&#8217;s father, John Mazalewski, said he and his three other children immediately flew to Wilmington. They hung missing person posters, hired a private detective and tried to retrace Jackson-Foy&#8217;s last steps.</p>
<p>Despite their efforts, a question mark would linger over Jackson-Foy&#8217;s whereabouts for the next two years.</p>
<p>The next summer after Jackson-Foy disappeared, Nobles Rothen, 42, was dropped off by her parents at her home on Lex Road in New Hanover County after she attended a birthday party for one of her granddaughters.</p>
<p>They never saw her alive again.</p>
<p>Like with Jackson-Foy, Nobles Rothen&#8217;s family reported her missing, this time to the <a href="http://www.starnewsonline.com/section/topic9932"><strong>New Hanover County Sheriff</strong></a>&#8216;s Office, but felt like they were not taken seriously. Nobles Rothen had a checkered past of crack abuse and arrests for prostitution, so authorities believed she had run off on her own accord, family members have said.</p>
<p>&nbsp;</p>
<p>&#8220;I have a feeling they didn&#8217;t really care because they knew she had been doing drugs,&#8221; her mother, Patricia Nobles, who lives in <a href="http://www.starnewsonline.com/section/topic9971"><strong>Leland</strong></a>, said in an interview Thursday. &#8220;But she did matter. She was my child.&#8221;</p>
<p>The disappearances turned into a murder investigation when, on April 26, 2008, a passerby walking through the woods behind what was then a shuttered Mexican restaurant in the 3500 block of Carolina Beach Road came across two skeletons. Though police had preliminary indications that the bones belonged to Jackson-Foy and Nobles Rothen, it would take months for DNA to finally confirm their identities.</p>
<p>Autopsies concluded that both women died at knifepoint. Jackson-Foy was stabbed at least 27 times. Nobles Rothen was beaten, had broken bones in her face and skull, and her throat was cut.</p>
<h3>Suspects</h3>
<p>Not long after the remains were found, police focused on a former cab driver who lived in New Hanover County for about 30 years. In June 2008, detectives executed a search warrant on Tim Iannone&#8217;s home, alleging that he had a history of violence against women, particularly prostitutes.</p>
<p>Iannone, who has repeatedly denied involvement in the murders, later went on the show &#8220;Dateline NBC&#8221; to say how the investigation had affected his life. He derided the media for portraying him as guilty and disputed the allegations of violence, saying police only looked at him because he held a prior conviction stemming from a consensual encounter with a prostitute.</p>
<p>Later, the police department proclaimed Iannone clear of any wrongdoing in connection to the case, and said the investigation was moving in a different direction. Detectives have since backed away from that assertion, and Odham said this week that Iannone was still a suspect.</p>
<p>Detectives also looked at a man named Leslie White, who was friends with Nobles Rothen and used to camp near where the bodies were found. Though they never called him a suspect, Odham labeled him a &#8220;person of interest&#8221; in April 2010 when he executed a search warrant on White&#8217;s apartment. Police confiscated a knife with a reddish-brown stain on it and found newspaper clippings about the investigation inside.</p>
<p>But Odham said Wednesday that the substance on the knife was not blood, and detectives had no reason to believe that White was involved in the killings.</p>

Leah’s case went cold and interest faded until CUE volunteers set out on a grueling 14-day trip to retrace her route and inform the media of all those who were missing in the path of the tour. In the years to follow, it only seemed right to keep hope alive after families across the country voiced the need for more help and supported the tour idea.</p>
<p><strong><span style="text-decoration: underline;">National Tour Objective</span><br />

The national road tour, called “On the Road to Remember,” is an awareness campaign that focuses on missing persons cases that have gone cold or have not received appropriate media coverage on the local level – much less the national level.. The tour, which travels through many states annually, provides that attention.</p>
<p>In all cases of missing people, it is vital to inform the public of the missing person’s circumstances quickly and to disseminate that information to the media and the public. In most cases where details are released immediately to the public through an organized campaign, the public brings forth information that aids in the investigation and or the location of the victim. The media plays a significant role in getting the word out on the behalf of the missing person and should be recognized as a vital resource to any investigation.</p>
<p>Interest in many of the cases we have featured in previous tours has been renewed. The media has learned about local cases they were unaware of; case investigations have been renewed, and searches conducted. Information has resulted in new leads in some cases, and has even helped identify an unknown decedent and in 2008 solved a cold case of twenty eight years. And finally, each tour some of the missing featured have been found from various efforts, which is the main reason we conduct the tour despite the toll it takes on our all-volunteer staff.</p>
<p>It is the belief of the CUE Center for Missing Persons that all investigations, the public, volunteers and the media should work in collaboration on cases involving missing children and adults; until this happens, their will continue to be cases of the missing labeled “cold” or “inactive.”</p>
